Citizens Launch Petition Calling for the Resignation of Ulaanbaatar Mayor Kh.Nyambaatar

ULAANBAATAR – A public movement has initiated a formal petition demanding the dismissal of the Governor of the Capital City and Mayor of Ulaanbaatar, Khishgeegiin Nyambaatar. The petition, addressed to Prime Minister N. Uchral and the Ulaanbaatar City Representative’s Khural, alleges significant ethical breaches and potential legal violations during his time in office.

The petition has already gained significant momentum, with an increasing number of citizens signing on to voice their grievances.

Key Allegations and Grounds for Dismissal

The petition outlines seven primary justifications for the Mayor's removal, citing a failure to uphold the Constitution and protect public interests:

Inciting Social Conflict: The city administration is accused of mobilizing civil servants and political party members to conduct organized "counter-protests" against citizens. This is viewed as a direct violation of the constitutional right to freedom of expression and peaceful assembly.

Human Rights Violations & Misconduct: Critics highlight the Mayor’s unprofessional conduct, including the alleged verbal abuse and defamation of journalists and citizens. The petition specifically mentions an incident where he labeled protesters as "terrorists" and threatened to leak their private home addresses.

Budgetary Lack of Transparency: Between 2023 and 2025, the capital's budget skyrocketed from 1.27 trillion MNT to 5.86 trillion MNT. The petition claims that despite this massive increase, there is no visible social impact, and high-value projects remain inefficient or incomplete.

Environmental Degradation: Infrastructure projects along the Selbe and Dund Rivers have reportedly disrupted natural water flows and damaged the urban ecosystem, with no adequate restoration efforts in sight.

The Tuul Expressway Controversy: The Mayor is accused of forcing through the Tuul River highway project without public consultation or proper environmental impact assessments, leading to the destruction of protected willow groves.

Suppression of Public Participation: The document states that "Mega-projects" are being implemented without transparent discussion. Citizens who seek information are reportedly met with hostility or told that decisions are final, rendering public hearings a mere formality.

Systemic Failure of Oversight: The petition alleges that Mayor Nyambaatar has compromised the oversight function of the City Council (CITKH) by appointing its representatives to administrative positions within his own office, effectively eliminating the "checks and balances" required for good governance.
